The Department of Public Works and Highways (DPWH) is among the top government agencies perceived by the public to be corrupt. Although, this perception may not accurately reveal the actual state of corruption in the agency, this was something that the agency decided to deal with by opening its doors to a partnership with its stakeholders in the national road sector. In its endeavor, DPWH partners with other government agencies and private and non-government organizations.

With the objective of providing for the dynamic participation of all stakeholders in the review, analysis, monitoring and advocacy of reforms in the road sector, Bantay Lansangan (BL) was formed. BL is an undertaking that is aimed at improving national road management and providing greater road satisfaction. BL is a strong and sustainable partnership for the delivery of quality road services that is responsive to user’s needs to ensure value for money and corporate integrity.
