BL.ORG Celebrates WB Decision to Sanction Erring Contractors

Quezon City, Philippines – The Bantay Lansangan (“Road Watch”) welcomes the World Bank's decision to bar firms found to have colluded in a Bank-financed road project. “The Bank's decision is the clearest indication of the Bank's resolute stance in the fight against corruption,” Bantay Lansangan Executive Director Vincent Lazatin said. Bantay Lansangan joins World Bank in this steadfast approach to combat corruption in the road sector. In a press release dated January 14, 2009, the Bank announced that it had permanently debarred E. Bantay Lansangan is a partnership among government, civil society, and private sector stakeholders in the road sector. It is involved in monitoring the performance of the Department of Public Works and Highways (DPWH), so as to reduce the costs for road construction and maintenance, increase road user’s satisfaction, and improve the public’s perception of the DPWH. Its main activities include, among others, road monitoring, client surveys, policy studies and road shows.

Editorial - Collusion in the Road Sector by: V.T. Lazatin

Last January 14, 2009, the World Bank announced that it had debarred seven (7) construction firms and one individual from participating in World Bank funded projects in the Philippines for having engaged in collusive practices related to a Bank funded project.  The seven firms – three Filipino firms and four foreign firms – were debarred for varying lengths of time from four years to permanent debarment.  Receiving the stiffest penalty of permanent debarment was E.C. de Luna Construction Corporation and its owner and sole proprietor, Eduardo C. de Luna.

Bantay Lansangan Forum on Collusion

On March 12, 2009, the BL Secretariat organized a forum on collusion at the Crowne Plaza in Ortigas Center, Pasig City. Prompted by the World Bank’s announcement last January 14 barring seven construction firms from participating in Bankrelated, the activity was meant to bring the issue of collusion to the public’s attention as well as raise the level of discourse, hopefully leading to more constructive action.
